This is a procedure that I use on bare metal.

Very informative pictures. That head light bucket was saved just in time. Is there something you use to neutralize the rust or did you cut it out

Mark, I had bought a replacement but it had too much gap around it. I grind away all the loose rust and shine the metal. Then I brush on a product from Rust-oleum rust reformer # 3575 it starts out white and dries black and hard. The same stuff I mopped through the hood ribs. An old textile product, everything in a dyehouse rusts from the salt used in production. Maybe it will last a little longer anyway.

We did it again on this 71 Chevy truck. The worst part is the stripping, but you have to strip away all the paint anyway no matter how you plan to paint it. After the primer set up for about 2 hours I laid a peice of cardboard in the cargo floor and painted two coats on the sides and wells. Then I cam back and sprayed the floor. 3 days to get it ready and about 3 hours to paint! Someday I will paint an entire car this way. One of the rules is that you must topcoat before the etch primer dries completely.
