It is exactly what Julian described. There is a slight splay at the bottom of the ball joint ring. I think it is intended to provide room for the ball joint boot.

My 1972 project car came to me completely disassembled. It came with three upper rear a-arms. One was the blue one on eBay (its right side counterpart is MIA). It also came with two newish looking a-arms in black that are slightly longer than its original blue a-arm. The newish ones also have a tube in lieu of the flat piece of metal as you can see in the picture below. I have refinished the newer a-arms in powder coat. It also looks like I may have the ball joints reversed in the new a-arms and may need to flip them over.
