Air Cleaner Base - what does the hole do?

Hi all:

First time changing my air filter. As I took the element out the cleaner, the base fell off the carb and I noticed the hole in the bottom. What does it do? Should there be something attached to it? As I looked for an answer I see that I have a hi-po cleaner for 60's-70s Fords. The shopping site pix show the hole both open and plugged. I attached my carb setup if that helps.
