Hi Peter,
I imported 2 Panteras this year and am going through the restoration process and the german TÜV. The front lights needed to be changed. They needed to have the "E" sign on them. They are easy to find on Ebay for little money. The back lenses need to be the european kind with the amber lens for the direction indicators.They are harder to find but not impossibile. Roughly 200-300 Euros the pair. The wiring needed to be modified so that it conforms to the german legal requirements. I would advise you to ask at your local TÜV as my experience is that requirements change depending on who is doing the inspection.
