You're not going fast enough, or you have a big airdam on your car. Virtually all the air going into the radiator and under the front exhausts into the low pressure area behind the window, after sweeping up past the engine. But if you're feeling experimental, the Porsche 914 had a small strip-spoiler under the car, just at the firewall, that was supposed to swirl air across the bottom of the engine (sealed engine compartment)for cooling. Try it and see if it does anything for you..
