Its disabled.
Unplug the vacuum hose from the vacuum diaphragm, stuff something inside the vacuum hose that is slightly larger than the ID of the hose to prevent vacuum from getting to the vacuum diaphragm (like a bee bee or a small ball bearing from a bicycle) and then reconnect the hose to the diaphragm. This way everything appears normal yet there is no air leaning out the motor via the leak in the diaphragm.
