Hallelujah! Praise Alejandro! I got it to turn! I used a different penetrating oil and bought new locking pliers and it finally creaked like an old set of stairs... and then turned! Thanks everybody for the suggestions. I’m sure all of them helped to exorcise the demons from this cursed tie rod.
