Is this some kind of Oil Filter ?

Finally found time to get under # 1791 and have a look around.

This strange looking cylinder seems to be sitting where I would expect to see an oil filter.

Is this some new technology Oil Filter and if so how is it removed ?

Also the haphazard tape and cloth leak job does not seem to yeild much oil seepage.

I traced the braided hose to run inside the floor of the car.

Is it possible to fit a new fitting on the end and solve whatever problem the PO's quick fix was suppose to mitigate ?
