" I suggest that you unwrap the joint to investigate what’s there. It shouldn’t be there anyway. Can’t imagine why anyone would wrap a hose with cloth and tape? Maybe to make a grommet so the SS braided hose doesn’t grind on the surrounding surface?

Si i've unwrapped the tape and cloth around the fitting.

Cloth is dry with no odor of oil or fuel..braided hose is dry and fitting feels tight.

This is a head scratcher unless there are some other thoughts.
