I don't think it is a stupid law at all. It was a "minimal" requirement and has lead to better integration of bumpers into vehicles.

I personally think that the front of the car looks unfinished without it.

I wouldn't use the term stupid to describe someone else's tastes, but that's just me.

I would suggest that there likely is a better word to use?
