Difficult to say, but it could be a frozen parking brake cable, not allowing the parking brake to release on that side. I experienced the opposite - frozen parking brake cables not allowing me to engage the parking brake at all. It is pretty easy to check by loosening the adjusting nut on the handbrake cable at the brake as much as possible and seeing if the brake releases. Also, take off the wheel and see if the lever on the parking brake actuating mechanism is returning fully home, I had the problem that it didn't do so on one side, but a simple cleanup and lubrication solved it without pulling the cylinders of the brakes etc apart. I have also heard many times of collapsed rubber brake lines stopping a brake from releasing, but have never experienced it myself.

What is the history of the problem, has the car been sitting for a long time, or did it just suddenly happen out of the blue?
