Power Window Circuit

Sorting out more wiring. This just can't be right. On my car, the green/black wires from the aux fuse panel are soldered directly into the red power wire. Is that how it is supposed to be? I can't see it going through the fuses twice, but man this is ugly.
Sorting this stuff out is going to make a man outta me.
