Ok, I didn't realize that the blue wire was spliced to the red wire. That means that the blue wire is unfused.

What is the year and VIN of your car? The car in your avatar appears to be a '71.

On a '71 car, there is a blue wire that goes to the +12 volt contact of the manual fan relay. This should have been connected to the load side of the #9 fuse. The #9 fuse is unswitched.
