Those are shims to center the calipers. It can be an indication of a "tuned" brake system.

Not all manufacturers use them. It can also be an indication that the calipers and spindles were not originally intended for each other and need to be somewhat adapted.

To be fair, on all of my systems I've shimmed the calipers for better centering.
