Correct-o Dennis. The DOT hadlight height stds could not be met by the 67-69 Goose, so DeTomaso did a minor redesign to add 7" dual headlights in place of the previous 5" quad-lights, which had about 1-1/2" taller centers. The entire rest of the world got all-quad lights till the end of production but the US got dual lights for '70 (and maybe '71). In the Pantera, the same problem surfaced but with the P-car, a set of spacers in the coil-overs raised the car enough to conform.
FWIW, the 'Goose's lights didn't move; metal 'eyebrows' were vacuum controlled and raised & lowered. This also happened at night when booting the gas going up a mountain road- the lights wink off & on! This really gets your attention on dark curvy roads...
