Recently, I was at a local service station for an inspection and the tech noticed my new PI Billet Aluminum rims. He was worried that my lug nuts were for steel rims and would cut into the aluminum rims over time. Is this a concern? Is there a special type of lug nut that I should be using?

Take a wheel off and look. The tapered lugnut will damage a bare aluminum lug hole. Do the wheels have tapered steel inserts that match the taper of the lugnuts? Or are the lug holes much larger than the studs? If the holes are larger than the studs, you need the nuts with the sleeve that extends through the wheel and washers that go in the counterbore on the outer face of the wheel.
