Sorry for the delay...

the photo doesn't say much, they will ideally need a repaint or better still a powder coat.
They are both very solid, I checked inside with a flashlight, the swirl tank is spotless and the overflow tank shows some surface rust above where the normal coolant level would be, but nothing that affects integrity.

FWIW, tanks from L models were typically nickel-plated both inside and out, then sprayed flat black at the factory maybe for slightly better heat transfer. Remove the paint and a few minutes of polishing, and you've got an attractive tank set! Plating isn't a perfect answer to rust but most late tanks survived the years quite well. Our '72-1/2 tanks were perfect.
