Eastwood Argent Silver with Eastwood Diamond Clear for the final top coats appears correct. The Campy decals are available from several Pantera venders. You may want to bead blast, anneal and fill any curb rash with Lab Metal prior to priming with Zinc Chromate. There are step-by-step instructions if you follow Garth's link.
Good idea filling in any minor dents with JB-Weld, Dev-Con or similar plastic-metal. Especially the center areas where the logo-disc snap-rings often chip the edges. Then those caster/camber gauges that fasten to the wheel centers will sit skewed and your wheel alignments (home or pro) may be affected. Since there's no load on the top in use, buttering it, then putting a paint can or something on top of the filler (with waxed paper between) gives a nice flat surface when it cures with practically no smoothing needed.
