Had my stock engine rebuilt about a year and a half ago, installed and ready to start now. New cap, rotor, plugs, and wires. Pertronix Ignitor in stock distributor, checked firing order many times, and wiring is correct. The coil is good. I have 7 volts on coil pre start. The carb is brand new Holley 600. No adjustments have been made.

The engine doesn't come close to starting, it pops out the carb immediately when trying to start. After reading similar experiences, it seems like the distributor is 180 degrees out. However, the engine was run in prior to delivery. I checked anyway. With the timing pointer set at 0, the rotor is pointing at #1 cylinder. Does this guarantee that the distributor is installed correctly.

Any other ideas?

No it doesn't you have to check it is on the compression stroke i.e. both valves closed at TDC. Also the harmonic damper is rubber bonded inner to outer and over time they can separate and if so you think you have one timing set but the outer timing mark may have slipped.
