It could be a alternative modified replacement for parts 18/21/24/23 to make the stop height on the pedals adjustable by using the two captive bolts  ? Other than that I am struggling.

The piece  is not a limit for the clutch but for the Accelerator pedal

Yes it is on the accelerator pedal.(the spacer mounted - angle mounted bracket is to limit the "BRAKE" - corrected .)   If my memory serves me correctly The bolt that holds it to the pedal plate is a through bolt (coming through from the trunk side) So it can be added easily (if upsidedown under the dash is considered easy)

If you look closely at mine, it is out of alignment and just catching the accelerator pedal arm. I think that was due to twisting when I started to loosen the bolt.

I thought I was doing something wrong but, it looks like the limiting bolts DO NOT line up with the pedal just like mine. I can tweak it a bit I guess.

FWIW, my bracket lines up with the pedal.
