The paint on the engine block, air cleaner, and valve covers on Pantera is commonly called Ford Dark Blue. Dupli-color sells a paint that is a good match. Here is their product name:

I think the RAL number is a European thing, not used in the US.
Ford Dark Blue paint code is listed as;

The RAL paint color system is a European system and, AFAIK, is not used in the United States. I suggest you do some Internet searching for those that have come before you and have solved this problem.
