Peter; Attached is a picture of where the plate attaches. The threaded nut that is affixed on your inner wheel well, measure approximately 1 1/2 inches down the inner fender from it and approximately 1 1/2 inches from the triangular tab that holds the engine cover. The 1 1/2 inches from the triangular tab is from the tab and not from the 90 degree angle. Appears you have closed the rivet holes - is it possible to see where the holes were from inside the inner fender? Sending two pictures (without plate and with plate)

when I repaired the rusty parts of the suspension area some holes were filled in. But as you say I should be able to locate them from below.
I didn't see the other emission control plate but imagine that this only applied to US cars.
