I've rebuilt and greased the pin and bushings attaching the lower control arm to the axle carrier. If I snug it up It wont pivot on the shaft. All parts appear to be installed and correctly. The book says to torque the rod to around 85 ft lbs(I think). I wont be able to move it at all  if torqued to that . Am I to add more washers than shown in drawings?

Theres a thrust washer assembly on each end of the rear upright.  A thick bronze-faced thrust washer is located by a very short dowel pin in each end of the lower carrier. If you're not extremely careful in reinstalling the upright assembly into the lower a-arm, ta thrust washer will slip off its dowel pin;  worst case both washers slip off. This makes the whole assembly about 1/8" wider than it should be and misaligns the thrust washers. It can cause extreme tightness of the lower assembly. Hope I'm wrong, but...

Exactly...This is what I found when I rebuilt my uprights--dowel pins worn down to a nub, and the washers destroyed from misalignment during assembly.

I cannot answer your question, unfortunately, given I rebuilt the rear suspension in the winter of 2003-2004. I bought the greaseable lower support shaft kit developed and sold by Pantera East, and I believe the kit came with the small washers you see in the photo. The additional washer may have been needed specifically for that kit. Just too long ago to remember. Since the photo appears to be just before installing the uprights, I have to assume I installed everything as pictured.

Its hard to explain, but Have Look at this image  in the link that someone has made the important thing to note is that how tight the nuts on the shaft should not make any difference to the ability to rotate the hub carrier the sleeve should be solid with the lower arm if its not you may be missing the correct precision spacers #17 in the drawing.

PS, in the color drawing the outer blue parts represent the control arm.
