I pulled the caliper and turned in the outside piston about 8 turs clockwise, I think I gained a little. Then I used a surface grinder to take away about 3/32 of the pad. I got it in, but it is tight. I figure it will loosen up when I drive... Should I have kept turning the out side piston more?

By outside piston I am assuming you mean the big 'ole SOB with the notch in in correct? I don't know if you removed that piston to put new seals in, but if you didn't, go back to my brakes page and take a look at the second picture down. The threads are "ultra fine", it took forever to screw in/out. How many turns I don't recall, but it was a "is this thing ever gonna stop turning" number of turns. My guess is you have more turns to go.
