Smog (emissions) and EFI

I am trying to get my car to pass smog (emissions) for the simple reason that I am tired of dealing with the drama every year at registration time.

I have been told two conflicting things: "EFI will fix your problems" and "your cam probably has so much overlap that you can't ever make it legal".

Unfortunately I don't have the cam specs, and don't know enough to even know if it is relevant.

I have read several thread on this forum about fuel injection, but they are technical in nature, and don't pertain to emissions as I figure that isn't very high on most priority lists.

Anyone familiar with these issues that can offer some advice?

The other option is to just move over to a modular motor and be all modern.
