I think from the dashboard end. But Just cleaning & lubing an old inner cable will not necessarily make it work better or extend its life. Each and every bend in the cable as it reaches from the speedo to the ZF causes wear against the plastic cable jacket liner. The sharper and more tidy the bend, the more wear occurs.

Eventually the spinning cable will catch the worn inner liner) and break.  And due to that wear, just replacing the inner cable will soon break a replacement inner cable, too. You have to replace the whole assembly, even though its a PIA. New assemblies are lined with slicker, stronger flurocarbon plastic which last longer & allow the speedo to work jerk-free.

I am pretty sure for Pantera  (well you never know) you can pull it out per Jack/Bosswrench from the speedo side. Also per Jack inspect the innner line. Only put it back if absolutely smooth on the surface. Use Silicon grease  as minimal ageing expected.

To get it back/fixed on the speed side is painfull....
