Just curious, is that something to insert into the tips to reduce noise level?

These came with Mind Train system. They are inserted in exhaust tips and reduce sound substantially.

Somewhere on the highway behind me are two of those inserts, one from each side. Yes the car is quite loud now.
I have been looking at these guys for replacements, but haven't pulled the trigger yet.
