Fuse 7 is hot all the time; however, the relay that energizes the circuit is switched through fuse 10. I would look at the relay circuit for your issue.
@garth66, I believe I had the brown wire that drives the A/C relay off by one row on fuse 9 which is powered all the time. My fuse 10 now has brown, brown, red/black
