2nd gear synchro/paint removal

2nd gear gets engaged with a clunk. Sounds like the synchro. If I shift reeeeeal slow and rev the engine, it will engage without the clunk. How much to fix? Car has 57K miles on it. Also, someone painted the trans black. How can I remove the paint?
