Thats correct: the passage does bleed exhaust into the intake for fast warm-up and to operate the stock choke. Unless you live in northern Canada or drive in sub-zero temperatures, you can block off this passage on both sides. It will yield slightly more power and oil mileage, slightly longer warm-up times. No big loss IMHO. Most aftermarket intakes do not have this passageway cast in.
