No you do not change the intake manifold with port stuffers on 4v heads. Just install the stuffers and reinstall the intake manifold.

The stuffers reduce the size of the intake runner in the head and as a result increase the intake velocity.

It's an old idea that works and is relatively inexpensive compared to new heads.

I'm pretty sure that there are dyno numbers kicking around that will show a 25hp increase.
