Wow!! Is this the uber rare and seldom seen 9" Campy?

Actually, there is no such thing as a 9" Campy.

Wheel width is properly measured ... inside ... the outer beads, not outside-to-outside.

I am quite sure what you have is an 8" wheel. A closer inspection of the wheel impressions will likely reveal such identification. Look for a stamped 8 x 15 on the outside edge of the rim. It may be very faint, or filled with paint, but it should be there.

Thought you'd like to know prior to an eBay listing.

Value? More than a 7", much less than a 10".

$50 - $100 ???
