Acid spill & Rust repair questions

Found 2 issues during the prepaint teardown.

Battery had evidently belched acid sometime in the cars past. PO had replaced carpet covering it up. I am looking on the best way to neutralize any residual acid and seal for paint. Wash and rinse with just baking soda, dry and prime? or???

Second is the rust pitting I found under the window. The PO had just smeared the area (uder the window channel) with black silicone, which would only trap moisture in this area to accelerate rusting. After cleaning, I was thinking of either using EASTWOODS body lead product to fill the areas and finish with filler and primer, or using ALLMETAL filler and then prime. I am not familiar with the body lead substitute and how it or its flux would react over time with todays primers/paints or metal. Any thoughts or guidance?
