The bar keeps things where they should be when the car is static.

Under dynamic conditions it ties the flexible left wheelhouse to the flexible right wheelhouse so they flex in unison.

Since the upper rear control arms are mounted to those wheelhouses, it can also be called the dynamic de-cambering bar.
