Are these the Hall/Aldan's?
What spring ratings do you have?

Mine are 400# front, #680 Rear and solid as a rock. I understand that higher rebound setting is stiffer rebound.

What do you mean by 'bouncy', just too soft a spring or actually don't have compression -rebound resistance? It may be that they are leaking, which the Aldan's are renowned for doing.
