Dysfunctional is an understatement.

I had a Professor who liked to say that "you can't get them to work and you can't fire them".
I'm not sure that I completely agree with that. I think that part of the issue is the rules that government workers work under, in other words how things are administered.

After a while it is "just a job" and no one cares. They just do what they get paid for and caring isn't one of them.

In all "businesses" tenuring creates problems.

In the case of health care, I heard a very interesting interview with Warren Buffet.

I never thought of him as a Liberal but to me what he said was earth shattering. Paraphrasing him he said, there comes a time when a civilized society should ensure that all it's citizens should have health care even if they can't pay for it, and when asked how a country like the US should pay for it he said, "guys like me should pay for it. After all, it was everyone else that made it possible for me to be this successful and I owe someone something".
