Another Cooling System Question

I am modifying my cooling system per the plans I found on the forum. I do not want to put vents in my hood. So I am trying to optimize everything I can.

The small Bottle has been sealed off with an air bleed at the top. The filler neck moved to the tall tank and 2 air bleed fittings added towards the top of that tank.

Questions:
1) Do I need to adjust where either of these tanks sit in the stock mounting locations? (As in raise the tall tank so it is highter in the system.)
2) Do I keep the overflow tube that comes out of the filler neck just below the cap on the tall tank?.
3) How do you suggest I fill the system with these modifications? (I do have a tool that draws a vacuum and fills at the filler neck.)
4) Is there any advantage to leaning the radiator forward if I do not have hood vents.
