If the tall tank is utilized as a recovery tank, as it was from the factory, it does not need a pressure cap. Recovery tanks don't normally have pressure caps. If you modify the system and convert the recovery tank into a "surge tank", then yes, it requires a pressure cap. Surge tanks always require pressure caps.
