I know it is a hassle, but have one Paypal account that just receives money, and another to pay with. At least one will/ should always be operational. All you have to do is open another checking account or savings account -- I know a pain, but will get around these kinds of hassles with loser eBay people. Same thing with eBay, two accounts; one for selling and one for buying. Works for me.
