The carb pad is normally machined for a very small angle, I believe 5 degrees. The amount of material removed to make the carburetor mount "flat" is very minimal. As 4V wrote, there is no performance to be gained or loss. With the air cleaner assembly removed you wouldn't be capable of detecting the difference with your eye.

The difference is the angled carburetor "kicks" the rear of the air cleaner higher than the flat mount carburetor does. The rear-most edge of the air cleaner assembly may interfere with the engine screen or deck lid. This would be most likely to happen with Pre-L Panteras, and shall be more of a problem as the diameter of the air cleaner assembly increases.
