Is this a brake line issue where the link between the hard line and the caliper is collapsing on itself?

Not likely.

VERY likely you have frozen caliper pistons. You need front and rear rebuild kits, time and patience. Hardest part to rebuild frozen calipers will be getting the stuck pistons out.

Compressed air with the calipers sitting on your workbench will usually do the job. Drain them well before blasting them apart. Messy. I like wooden blocks, of varying thickness and size, placed where the pads usually are, and a stout C-clamp. Usually a good air blast will dislodge one or two, but not all of them at once. By clamping the loosened ones with the C-clamp, and then getting the others to pop loose, you'll get them all free. Good cleaning, scotch brite for varnish buildup, brake assembly lube, new stainless steel brake lines (a must for about $125) and you may be in business. But I suspect the MC may also need attention.
