Brakes locked up

My car has about 60 miles on it since I put it back together. Today while driving it I could feel some serious drag, I got it home and jacked 3 of the wheels up, I could turn them only barely. The rear brake lights were also on. I let it sit for 1/2 an hour and they were still tight. I took the master cylinder off the power booster and the plunger was where it should be. I bolted it back together and it seems to be fine. Any idea what else I should look at?
