Thats the so-called AC expansion valve which also has a Bourdon-tube sensor that was originally held to the input line with a tricky little chrome clip, then the whole works was covered with AC goo to prevent sweating on the passengers leg. Bourdon- tube devices, usually gauges, are filled with an alcohol mix & expand/contract with temp changes. Incidently, vast improvements to many AC systems can be easily done by digging the tiny conical screen filter out of the side leg of the expansion valve, cleaning & returning it. No freon flow thru a plugged filter= no cool air....
