Peter, most such parts are available as good-used from the U,S vendors. I've seen such at [larrys@panteraparts.com] in his shop. Likely there are others. The outer wheel bearing is a light press fit in its recess and a moderate press fit on the stub axle, all ensured by the steel retainer plate. The inner bearing floats unrestrained. I'm surprised the assembly stayed together! You must be living right...
