V8Jet, like the others, I am unable to find a reference to a 'DL' Weber carb. The homologation paper I have for DeTomaso Mangusta only references the FIA #251 in 1969 & that it was placed in GR-4 at that time, not the fine details. Weber no longer makes carburetors and FIA Gr-4 has been discontinued for decades so I would expect some flexibilty on the part of the FIA in this matter.

FWIW, a few Mangustas have been successfully raced in FIA International competitions without Webers- the last known in 2010 by Swiss driver Heiko Ostmann, who won the 2009 'Classic Endurance Racing Championship' (CER) for 'Sportscars no longer qualified for current Championships'. pdf results enclosed.
