Carb issue

So, the banana fired up !! The vacuum line issue was resolved. BUT, we have a NEW issue. The choke is completely stuck. It is not an assembly problem, rather the plunger in the hot air chamber is seized up. Right now it is soaking in some sprayed on rust penetrant. If that is not will to free up, is it fair to assume I will hunting for a carb? The car's owner wants to stay stock so will likely want another Motorcraft carb.

Thoughts?
