First, ask yourself what you expect from your Pantera. If its 8-million horses and 200mph, then yes, the Carter will need to go (along with most of the rest of your engine, too!) But if its simply a nice eye-catching 2-passenger Grand Tourer, then find something else to spend your money on. A Holley is, like a Weber setup, almost infinitely tune-able, but if what you have starts, runs faster than you are comfortable with, and is dependable, stay with the Carter. It was the carb of choice for many models of Chryster and Lincoln, and since Edelbrock bought the rights to the design, the carb has been substantially improved. As a guess, less than 10% power increase would result from swapping in a Holley, and it might take a few dyno runs to find that much.
