Charcoal cannister fitting

Do you know that fitting that comes off of the top of the gas tank and has a line that crosses the top of the engine compartment, eventually ending in the charcoal cannister? My fitting is leaking. It was held on by a rivet and 2 sheet metal screws. I hope that wasn't original. It only leaked when the tank was filled to the very top. It seemed like an easy fix. I took everything off, cleaned the surfaces and the gasket and tried to put in back properly with new rivets. The problem is that the rivet gun desn't compress the gasket enough to completely seal. Given the Pantera's history of gas tank issues, I'd like to fix it right. What is the right way and please don't tell me I need to pull out the engine. Thanks all, Vince 6909
