A quick call to Santiago, and the answer was that the switches with the city/country horn were on the shelf of the supplier. They were not special order, so they must have been used in other cars. Cost control at Vingale/Ghia would have been high at that time with the "American owners" watching.

As for the Maserati switches, maybe the French thought the pump was like a horn.
