Compressor Problem

I have a new 2005 Campbell Hausfeld compressor. I just broke it in according to the manual. It ran fine during the break in (no load) then I let it cool. When it starts it runs fine then as pressure builds in the tank(25 - 30)PSI the motor slows down and starts and stops, it really labors and then I shut it off. It keeps doing this. I rechecked the wiring and all seems right. Any Ideas the model is VT470000, I think it's a 60 gallon 230V 3HP.
